Local representative of the company is still without instructions.
It is true that in 1909 revenue council agreed that Shanghai terms should be given a trial, but they have never been able to enforce this decision in Manchuria, where conditions are, it is urged, quite different to those at Shanghai, owing to the number and proximity of open marts.
Arrangement made by consul-general after two years' negotiations is unrestricted, and I would advise its acceptance as a reasonable compromise.
